This ball is a team-signed souvenir from the Chinese Professional Baseball League (CPBL). Prominent, visible signatures include team members such as Wang Kuang-Hsi (王光熙) near the center seam and date to the time The China Times Eagles were infamous for the "Black Eagles Incident" (黑鷹事件). In late 1996 and early 1997, when it was revealed that nearly the entire roster had been coerced or bribed by underworld gambling rings to fix games. Because almost all of their active players were prosecuted and banned, the franchise was forced to borrow players from other teams to finish out the year before officially disbanding in September 1997.
Looking at all the signatures and researching the era it appears the ball dates back to the team's active era in the CPBL, spanning between 1993 and 1997 – most likely mid-1997 at the heart of the scandal.
This is a multi-signed ball from the Eagles with most of the team signing. Contact to confirm specific signatures if interested.
